Current program status

The application period is closed. The City says the program is not accepting new applications because funding has been committed to existing applicants and the program waitlist, and program staff are seeking additional funding to reopen it in 2027.

What the roof grant program does

The program provides grants to eligible homeowners to rehabilitate or replace aging and deteriorated home roofs. The City states that its goal is to help very low-income homeowners, particularly those on a fixed income such as older adults, get safe and code-compliant roofs.

Who is eligible

  • You own and occupy a single-family home as your primary residence.
  • You meet the program's income requirements.
  • You live in an area of Long Beach designated by the federal government as a Community Development Block Grant (CDBG) area. The City provides an interactive CDBG map to check this.

Rules to know before any work starts

  • Grants cannot be applied retroactively. They are not reimbursements for work already done.
  • Construction should not begin until the homeowner receives a Notice to Proceed from the Program Coordinator.

How roofing contractors are chosen

  • Homeowners find and select a qualified roofing contractor, subject to City approval for cost reasonableness, licensing and insurance.
  • The City keeps a courtesy list of contractors that meet the program's licensing and insurance standards. Homeowners are not required to choose a contractor from that list.
  • Contractors must hold a current C39 Roofing license from the Contractors State License Board and meet the program's insurance requirements.
